Here's what I would do:

3600 + B450 MB Bundle + Included cooler ($250): https://www.microcenter.com/product/5004019/-amd-ryzen-5-3600-with-wraith-stealth-cooler,-asrock-b450-pro4,-cpu---motherboard-bundle

Case ($50) https://www.amazon.com/dp/B07P23M99T

16GB RAM ($50) https://www.amazon.com/OLOy-288-Pin-Desktop-Gaming-MD4U083016BJDA/dp/B083NPX9TJ/

1TB NVME ($100) https://www.amazon.com/dp/B08973FBKQ

Power Supply 750W ($100) https://www.amazon.com/dp/B077GFQVR4

Then get either an Ampere/RDNA2 GPU from somewhere between 500-700.

Then get a VA 3440x1440 ultrawide monitor @100+ HZ monitor for $3-400 (these VA ultrawides are seriously a great bargain, great for gaming, better colors than TN, better blacks than IPS, pretty good response times, just adjust the overdrive settings if you notice ghosting. I have monoprice zero-g 35 inch and love it).

Get best mouse and keyboard you can get for $100 total check deals (there are some decent budget mechanical keyboards on amazon, and something like the logitech G502 works great as a mouse can be found from $20-50).

Even with 3080, you would be under $2000 total, for a pretty beastly rig. CPU limited possibly on certain games, but at 3440x1440 resolution or higher you will be 95% fine (or even better, just wait to get the 4600 when it comes out in a few weeks, then you will be 99% fine).

Lets say you get the monitor on sale for $350, and find a 3070 for $500, you are at $1500 for a rig that just a few weeks ago would have been the top of the class in gaming.

Hopefully this has given you some insight on how to be crafty and creative with your build.
