If cleaning PCs for dust and hair is something you do regularly, I highly recommend investing in one of these. Way more powerful than canned air and never runs out (I was able to use mine to clear my deck of leaves). I have one at the office and one at home. They're great. Cheaper in the long term too.

I have something just like this. I use the big nozel like you find on a normal vacuume. It's a bit expensive but I also clean computers anyway so this is something I had anyway.
Depending on where you are, you could borrow my datavac. Way better than canned air and better for the environment.

My shop has one of those datavac units sitting on a shelf. It is worthless and has zero actual suction.
I understand your reluctance on the subject of blowers, I was right there with you a couple years back, but this is the way to go. Of course, you do have to take it outside.
This guy is giving you the best advice in here. I looked at that CPU cooler. Just looking at it, I can tell you picked a good one. Copper heat pipes are always a good thing. You might want to get some arctic silver thermal paste and replace it yearly. There is also a step part thermal grease remove that you will probably need from arctic silver.
Antec makes really good cases with lots of fans and cleanable filters. Your build looks good. Get a GPU that has decent cooling as well, not just one tiny fan. You can clean your heatsinks and fans in just a few minutes better than an entire case of compressed air could. Also order an anti static wrist band and wear as little clothing as possible when you assemble it to avoid frying components. Don't assembly on a carpet If you can avoid it. and your motherboard should come inside an anti static bag. Use this as a place to lay things down when you need to. You also need to calculate in the cost of your OS. If you have to stick with the 16 now and add the other sixteen later. At a glance I would be happy to work on the build you have going on. It is called a DataVac but it's a blower/duster. It was also only $57 when I bought it 8 years ago.
