GE makes some excellent grow lights. This one is the right size for your shelves, and a nice clean white light. One per shelf would be enough for (very) low light plants; two per shelf would be better for what you're growing. You can link multiple lights together, to prevent a mess of cords.

GE is one of the few companies I have found that makes mid-range grow lights (i.e., powerful enough to actually grow stuff, but not the high-powered marijuana lights) and actually lists correct and complete information about the light output. I'd recommend them on that alone, because you know exactly how powerful the lights are - but I can also recommend them from my own experience. They're great for all sorts of houseplants.
