As u\TalorienBR said, a simpler solution is to move your monitor forward. Most have VESA mounting holes, and there are some "relatively" inexpensive options out there if your monitor isn't too heavy.
If the monitor is really heavy you may need the heavier duty Ergotron arms, which are great but expensive.

However, it is VERY worth mentioning that the screws that came with the arm mount were too long. I had already purchased the stand from Wacom (mentioned by OP) so I just swapped those screws out. But if you don't have them, you would have to find another solution.
I have the 22 plus and the Amazon basics flex arm works great with it. As long as the 24 has a compatible mount holes (75×75 or 100x100) you should be good. Even though the arm is Amazon basics it is a copy of the ergotron lx arm that costs more. The metal stamp on part of it even says it is licensed from an ergotron patent.

I have the equivalent ergotron and it's good quality for the most part (the cable management part is not but that doesn't matter for holding your monitor well and I haven't come across a monitor arm with truly good cable management).

The trick is to tighten the spring (underside of the arm) and it'll hold things up just fine. The Cintiq weighs more than the Dell and holds pretty well as well. For the arms for the monitors on either side I"m using the Ergotron extension to get more reach.
The Amazon is such a perfect generic that Ergotron accessories fit on it perfectly.

I have this arm with a 34” ultra wide on it, and I can make the bottom of my monitor touch my desk. I’d imagine it will go as low as you need it to.

I've had two Ergotron arms for almost 10 years. Never an issue with slipping.
This Amazon Basics arm has worked pretty well for me as a laptop arm but I'm on the low end of the weight limit.
Make sure you weigh your monitor on a scale before picking an arm. The recommendations may not be accurate based on screen size alone.
I solved this with two single arm mounts., giving me maxi placement flexibility. I’ve found this one to be great with monitors up to 27 inch.

I just got an LG 27UD69P-W and Amazon Basics monitor stand and it was a huge improvement over a $150 1080p monitor. (I have late-2013 MacBook Pro retina 15”)
I recently switched from this Multibrackets arm (the same hardware is probably available under some other branding as well) which has a minimum load low enough for a Cintiq 16, to an Ergotron LX because I couldn't get the display low enough due to the high angle of the arm. Also tried to fix the issue with this slider, but there was way too much wobble for my liking, and the adjustments were quite finicky as well.
Takeaway from that: make sure the range of motion of your arm is suitable for a pen display before buying, as it's not easy to find a working fix after the fact. I guess a solid offset bracket with no moving parts could be a workable solution (better than my slider, at least) in case you're already stuck with an arm that floats too high though.
The Ergotron isn't perfect either because the minimum load is significantly more than a Cintiq 16, so the arm drifts upwards — have been thinking of getting a backplate between the display and the arm I could mount weights to to take care of that issue, but haven't tested that yet. Ergotron's tall user kit seems like something that isn't ridiculously expensive and 1) wouldn't interfere with the I/O port of the Cintiq and 2) would allow for a balanced mounting of "ballast".
Their handle kit would also make up for the difference in mass an minimum load, but I feel the shape of the handle would be pretty awkward to deal with on a pen display.
Anyway, the LX-style arms are great for pen displays, besides the load limit being a bit of an issue with smaller ones.
Also worthy of note: the Amazon Basics monitor arm is just a rebranded Ergotron LX, and significantly cheaper.

Yes, I can confirm the LX (rather, the Amazon Basics equivalent) is perfectly capable of supporting the Pro 24. It doesn't have that extra bit of articulation on the end that the official Wacom one has, but unless you need to angle the tablet almost prone, then you won't miss it.
