I wouldn't go for the poly quilt personally. That comfort rating is a stretch and the reviews point more towards a summer bag. A lot of bulk and not much flexibility in a sleep system there. For these temps, I've had good luck with a bivy bag, reactor liner, a lined air pad (R-5), and a down jacket. Surprisingly cheap and very low bulk - add a decent DWR down bag later for a solid, flexible setup.
For locks I use Hiplok Z LOK. They are surprisingly hard to cut (rank better than most small cables) and lock the wheels to the frame. Looks like you are going through a fair amount of city though ... possibly some nearby homeless camps. I'd take the heavier lock on this trip. Weight isn't really an issue on a flat ride.
Any bike lube and rage is fine. I prefer stuff sacks over camp pillows.
