I think that'd be overkill for what the Surface can play. You'd be better off going for a SATA 3 SSD with higher capacity like this one.
Samsung has the most reliable SSDs, and their EVO and QVO lines are really good price/performance.
I use one with this enclosure, and it it works great and looks like it belongs with a Surface.

I'll go ahead and buy the AR then. But I notice there's two different ones on eBay with different artworks on the cartridge sticker. See: here and here
Does it matter which AR I get? Are they different brands/fakes? Or is the sticker artwork just a revision that I'm overthinking? I tend to not trust a lot of stuff on eBay since China has all their fingers and toes in the reproduction scene.

Of those hardmods you listed, what is absolutely necessary? I'm unfamiliar with what FRAM, reCaps even means. Even without region free bios, I should be able to play thinks from different regions off the T:Mode, no?

Obviously don't know everyone's budgets here, but I would more highly recommend getting Samsung's internal + enclosure if you're willing to spend a little more.
It's $127 and 1TB of space, making it more future proofed. 256GB will barely get you anywhere these days with the size of games as they are. There's also a 500GB for $72.
I just think that 256GB size is too small even with the low cost. You're not going to want 2+ of these when you realize how great they are, but how few games it can fit.
I figured the drivers on the official website are more up to date, and if not I still need to know the right driver # for future updates.
Say, upgrading my ram from 16 to 32 should make the games run a little bit better?

That's rapidly changing, though. The cost of SSDs has dropped dramatically over just a few years. Here's a 1TB Crucial SSD for $118.99. Samsung 1TB for $147. Just a few years ago, 1TB SSDs were easily $300+ even from the cheapest brand.
I've been using a hybrid HDD/SSD drive ever since I upgraded to a pro. There was a small yet still noticeable difference in performance, but now for Anthem I've finally decided to go full SSD. Did a lot of research before deciding on this one:
