AV1 decoding is not required...it'll use HEVC instead. I have tested this miniPC and it works for 4K GFN streaming, although the CPU/iGPU does get maxxed out during the decoding https://www.amazon.com/gp/product/B0BC7S9R5C/
I bought one of these back in November, https://www.amazon.com/gp/product/B0BC7S9R5C/ it doesn't have any USB C ports, but the same N5105 CPU as the one you linked. It's fine for 1080p and 1440p GFN streaming, but 4K pushes it a bit.

"Okay, I've got the little box fully functional now...it shipped with Windows 11 21H1, and I updated to 22H2/did all of my normal "OS provisioning" stuff (me being particular about how I like things, nothing GFN related).
This evening I moved the box to the family room where all of the good TV/audio gear is, and plugged it in. I have a [wife-approved] mini-ITX gaming PC with a 3070 there, and this little box is sitting on top of that...and using its cables :-).
I paired an XBO "S" controller to it via BT, installed/configured the GFN app, and started testing a couple of games. I tried both 3840x2160@60FPS and 1920x1080@120FPS (the TV only supports 120Hz in 1080p), and it all worked a treat. If I were subjected to a blind comparison, I wouldn't be able to tell if I was using this little box, or the real gaming PC for GFN. The 7.1 surround audio was all good as well.
I haven't tested any OBS stuff yet...will do that in the coming days.
A couple of observations...during an extended GFN session, I could hear the fan(s) whirring, but nothing obnoxious. The CPU utilization hovered around 60%, and the GPU decoding at around 50%. The box was physically warm, but not concerningly hot.
The only real oddity that I've run into, is that I can't get Windows to go into HDR mode successfully (with any resolution). That's only supported on GFN (for a small number of games) when using a Shield, so not applicable currently...but I find it curious.
With the Windows miniPC I'm getting 120FPS streaming and controller rumble/vibration, neither of which is currently possible with a Shield (although using a Shield controller with a Shield, does bring rumble/vibration).
Please let me know if there's anything specific I should look at/share pictures/screenshots/videos of, etc. What I find funny, is that the silver case makes it look like a Mac mini from the front...not sure if they were intentionally going for that "look."
Next week I'll take it to my workplace, where there is Zayo fiber Internet with low latency to LA. The box is so small, it's like carrying a box of crackers to work :-)."
