For the upper eyelets, you can use a seatpost clamp adapter like this one from Problem Solvers, P-clamps on the seatstays, or a purpose-made seatstay clamp like this one from Tubus.

With no lower eyelets, your options are a rack that mounts to the QR skewer (brands to look at: Blackburn, Old Man Mountain), a QR skewer adapter like this one from Tubus, or possibly P-clamps but I wouldn't trust them.

There are also racks that are designed to clamp on to seatpost + seatstays. I wouldn't trust most of them for heavy-duty use, but something like this should be sturdy enough for commuting. Better than a seatpost-only rack, anyway. Replace the QRs with screws obviously.
