I ended up making one myself, with the spreads I knew I'd use most. I used Adobe InDesign, but you can use Word or Publisher (both are included with Office 365), Affinity Publisher, or even MS Paint if you don't have any of the above.
It's also a lot more personal to make your own! I've used a lot more spreads since I built my notebook, but I use a Discbound setup, so I can swap out spreads any time I like. I'm always improving on my design.
When I made my notebook, I hadn't bought any books on spreads yet, so all the spreads come from https://psychic-revelation.com - they have a bunch of traditional spreads, as well as some cool ones of their own.

Discbound notebook stuff is the shit - I get poly covers from https://discboundmarketplace.com/, and I use Happy Home Designer aluminum and plastic discs (I already had enough discs when I found Discbound Marketplace). The TUL Discbound Punch is spendy, but works really well for punching stacks of paper - I use this 32lb 100 bright white junior paper with my laser printer. For my main tarot notebook, I splurged on a nice TUL purple leather cover, too.
If you don't want to use spreads from a website, Barbara Moore's Tarot Spreads, and Complete Book of Tarot Spreads by Burger and Fiebig are excellent resources.
