I do something similar for my Non-handicapped conure. I have a bird carrier (bird carrier) which I strap into the seat of an inherited handicap-walker (rollator). She totally Loves to go for walks in this on a nice day. In her view, the more people the better, because she Loves the attention she gets. (If people are walking around and Not looking at her, she will start yelling... as long as people are looking in Her direction, she is happy!)

A stroller is obviously a more-economical choice for bird. I know he's gonna love it! For handicapped bird, your bug net will most likely be sufficient, but, I recommend a stroller with a Bird-Carrier for Anyone at all!
