"Fuel is fuel" is wrong / dangerous.
There are lots of kinds of fuel - they each require different types of stoves to burn them.
A solid fuel like esbit tablets is obviously not going to work in a stove like your windmaster.
Liquid fuel will also not work. Kerosene, gasoline, white gas, alcohol.
There are stoves that do deal with a wider range of fuels - but that Soto stove is not one. You can get a MSR Whisperlite Universal for example - that can burn liquid fuel or canisters.
Is there a reason why you wan to burn propane on your backpacking stove? Propane canisters are bulky, heavy, and no fun to pack with. The isopro canisters are ideal for backpacking.
This is the adapter you are asking for. I'd personally recommend against it. Not worth the risk.

Here is the best resource on attempting to use a propane to isopro adapter:

(Note that he says specifically to avoid using the adapter on the windmaster because that stove will struggle to regulate the high pressure of the propane canister)
