This is mostly because the rating on most cig lighters are 12v @ 10a. That is 120Watts.

It will hold more than enough to charge your laptop a few times. Do you know if your laptop can charge via usb-c PD? If so you won't even need the power brick for your laptop.

I've used an aftermarket charging cable from Amazon and was able to get a constant 84 watts of input. ( https://www.amazon.com/dp/B09JKMHMGW?psc=1&ref=ppx_yo2ov_dt_b_product_details ) If the EB3A is below 50%, I've seen up to 97 watts. Not bad at all.
