This is simply a metal frame that replaces the Intel stock mounting for the CPU. That stock mounting isn't great, the CPU doesn't make good contact with the CPU cooler with it. With this in place that problem gets fixed. It's really easy to istall, just remove the four screws around the CPU socket, remove the bracket, place this new frame in place, put back the four screws.

Note that I won't suggest a 3070 if you can't find one at max 400$ when you'll buy the parts. At that point a 3060 Ti would make more sense, it's not much weaker, still amazing for Full HD gaming, capable of 1440p gaming.
