yes BUT you miss read / understood the wattage limitation on them. If they are used to charge a 12V battery the total wattage is half that as if they are used to charge a 24V battery.

So lets look at the Second one you have which is 3215RN (note the first web page does not match model#): http://www.amazon.com/TRACER-3215RN-Solar-Charge-Controller/dp/B008KWPGAE/ref=sr_1_4?ie=UTF8&qid=1440786723&sr=8-4&keywords=mppt+charge+controller

and sheet lists Watt limit as 780

but the web site lists it as : "Max. PV input power: 12V/ 390W 24V /780W"

This means that for a 12V battery system it can handle 390W PV modules.

On the large one you mentioned (40A CC) it has :"Max. PV Input Power: 400W (12V), 800W (24V)"
You can see why doing much more than 2kW on a 12V system is pretty difficult. A large number of CC, water pipe sized coper wiring, Massive fuses, etc. At 48V everything becomes possible, at 12V you can run a few toys.
