I am not in NJ now, but will be in the next year or so for a while. Here's my take on it. I am in CA - they charge .10 a bag (paper or plastic) so customers are very used to seeing .50 or so on their bills. I have read up on the bag ban and it doesn't look like NJ will be doing what CA is doing right now and they are trying a stricter approach first.

Honestly, if I were you, I would do one of the following UNTIL NJ figures out how to handle it.

1. Buy bulk resusable bags on Amazon, write off the cost, and call it a day. Sure, I understand that it's a cost (anywhere from .05-.10 a bag) but at the end of the day, you get to write it off and it will relieve all the zillion headaches you are going to get from this (customer backlash, no responses, no bags at store, etc.) If you were doing a grocery order at Shoprite for instance, you will be able to put all the things back in the cart like you do at Target, wheel out to your car and bag it all yourself how YOU want! I consider that a bonus. Or you can give your bags to the bagger (if there is one :))

3. Start collecting flat boxes and get yourself a roll of packaging tape. When you get to your car, you can decide what size box (or boxes) are needed and pack like you would at Costco.

Otherwise, you can ask the customer and purchase bags on their behalf (I believe this is what Shipt is telling shoppers), or would they like a bagless delivery. I also have seen a couple of posts where shoppers load into laundry baskets/bins in their car and asks the customer to leave out a bin or laundry basket and the shopper transfers everything. Seems like that would take forever too!
