I'm sure it depends on a lot on where you're diving, but for that price range, I personally feel like having one of those EEZYCUT tools (https://www.amazon.com/dp/B004RVNCS0) covers the majority of the situations one can run into under water. I've found the knife cuts through almost anything without any effort. The other plus is I can easily wear this on my wrist, so there's almost no situation where I can't pull it out in a fraction of a second if I need it (i.e., someone gets snagged on a DSMB deploy/moving net).
