I can't help with the mouse issue other than recommending a cat, but I once had a massive roach issue due to building construction. Landlord sent in an exterminator multiple times with zero results. That's because most cheap exterminators are not treating for German roaches. I finally did some research & took care of it myself with Vendetta Roach Gel & Gentrol Growth Inhibitors.
