Yes-ish. The ones you linked to have a rubber sole, which is intended to be quite grippy. This will make turns and slides very, very challenging.
You can get leather sole Oxfords which are suitable for turning and sliding, just make sure you have a half rubber heel. Here's what such a shoe looks like. These run several hundred dollars and are quite challenging to find. They tend to be a bit stiff when dancing, but when you're out and about and gotta dance, you dance with what you got.
If you choose to buy leather soled Oxfords here's some options:
The best bet is to get an appropriate men's ballroom shoe with suede sole. These will be much more comfortable, flexible, breathable and are designed to move well in ballroom dances. They're not suitable for outdoor wear.
As you've been dancing for a short while, I'd recommend going to Amazon and finding cheap men's practice ballroom dance shoes with a suede sole and 1" heel. They should be lightweight, flexible, and breathable. These will run under $50, some listed under $30. This will provide you the best value as you focus on technique, style, and dance vocabulary.

The more expensive and fancier shoes should be reserved for competition and performance settings. These can be found on Dance Shopper, Ballroom Connection, or similar sites along with at the vendor booths at dance competitions.
They're suggesting you buy some actual ballroom shoes. It has very little to do with the look and everything to do with the structure and sole. The shoes you linked will look nicer, but still won't let you move properly.
If you want a cheap, serviceable pair, just grab these shoes. For practice shoes they work well for smooth and rhythm both.
