The following has worked for me on several things, most notably the Smart Controller for my drone: Elebase HDMI Male to USB-C Female Cable Adapter with Micro USB Power Cable
I would imagine that if it works on my controller, it will work on just about anything with an HDMI-out port. Glorious FPV flight is amazing, BTW.
Shoot. The USB-B port probably doesn't output enough power for the adapter :(
That ones on me, didnt even think about the power requirements.
If you wanted to keep trying there are adapters with external power sources.
If its not enough, you could always use a cheap USB AC adapter.
There might be a means of providing power to the current adapter by like inserting a USB-C spacer in between the cable and adapter, but what kind of cable/adapter that would be is beyond me unfortunately.

Gotcha, that laptop doesn't support displays over USB-C from what I can find. Also, portable under $100 might be a little tough. I've heard good things about UPERFECT brand portables -- this one is $129 for prime subscribers, but that's the best price for a decent portable I could find. It would require a dongle like this one to connect it to the laptop in addition to the included power cable. Overall, probably a little too cumbersome in my opinion.
Desktop monitors, though, are a different story -- I have an older variation of this monitor and it's really nice, and it's $99 (again, for prime). Even though it's limited to desk use, I'd probably go that route.
There are not very many options for PD in and USB-C video out.

Make sure your hub can output 2A-3A at 5V on USB-A if you're going to supply the power to HDMI adapter from it. There are a few extensive posts on this subreddit for this setup. edit I don't think touchscreen will work with this.
For some sources (some reported problems) this hub might work: jcd401.
A Nubia RedMagic USB-C adapter. There look to be a few options, I'm not sure which one is recommended.
MS Surface Dock 2. This is more expensive than the options above. (not PD in)
The Adapter is a third-party product which has a brand of UGreen, which is not necessarily to be bought from Rokid, or even necessarily to be this brand UGreen.
Hmmmm, but unfortunately I did not find this exact same adapter on Amazon.

The diagram shows this one needs a USB cable to power the adapter.
The UGreen one also needs the same USB cable for power.
The best HDMI to usb-c adapter for Rokid Max is Ugreen CM323 from Rokid website.
