Get a cheap pouch laminator - the Amazon basics one works great. Just be sure to use the Scott laminator pouches (you want the letter size ones in 3 mil).

You could probably get away with using photo paper for the cards if you laminate them but printing them on thin cardstock works really well too.

$45 initial cost, but it only used 13 sheets/50 of the cardstock (would have been 6 but I messed up a couple times and had to reprint them all once, and then another single page again), and I used about half of the foil.
The printer had a setting when printing to tell it that it was thicker paper (both when actually printing, and when setting up the paper, I missed the one when actually printing at first, and definitely had better results once I found it.)
We're going with the same exact foil line in gold on the way now, the green was mostly an initial test (that I'm super pleased with how it turned out) but I likely won't redo these until I get another whole campaign set.
While very affordable the laminator is super slow, but it seemed to work well enough once you get the process down (one tip is to make sure that the piece of foil you are using is sized just slightly bigger than the area of the page you need it to cover, if it's bigger than the sheet of paper width wise, it will crinkle up as it goes through the laminator and you won't get as even of a coverage on the part of the page you want shiny as you would otherwise.), also I have not actually used the laminator to laminate anything, as I got it primarily for this (but if the foil starts to come off, I'll likely laminate all the dividers.)
