Halloween stores sell these or something like them. The basic idea is a small light, a small fan and some silk or lightweight fabric to make the light flicker inside the drum. We have made them from small handheld battery operated fans as torches. If you do not need to see the "flames" then just aim the light and fan at the edge of the drum so that the light flickers. The cheap ones can be very noisy though.
