Than you just likely have a defective ledger, contact the company or get a trezor one that will take the same bip39 words you created , they are on sale for 36 dollars now

If you're planning on investing, definitely get a hardware wallet. Yes, they cost money but it's worth it for the security. Trezor seems to be the best hardware wallet that I've found and it's currently $78 on Amazon (which is a pretty good deal).
