This seedling just showed its newest leaves two days ago. I took off the done (plastic bottle) yesterday. It's in a peat pod in cup of soil. I currently have a 9 watt GE LED Grow Bulb on it. The temp has been staying at a sensible 74 degrees F

Should I turn on that side lighting strip here? It's "cool" white and it gives off a little heat.
