Aiyima A04 DAC and bluetooth receiver ($75) (receives digital bluetooth signal from your phone and converts it to analog)
Aiyima A07 amp ($80) (amplifies the analog signal from the A04 and powers your speakers)
Neumi passive speakers ($110) (review)
You'll not hit your budget -- you still need to buy speaker cables and a pair of RCA interconnects to connect the A04 to the A07 -- but you'll be around $300 I'd imagine.
Then, as you get more money, you can improve the speakers, and then improve the amp, and get your system better over time.

If you want to make it dead simple + cheap, just disconnect the drivers in the speakers, and solder in some 4-6 Ohm resistors. Requires zero electronics knowledge, and you can still use the volume control on the second set for setting the sub level. The resistors will soak up the amplifier power.

Afterward, you will probably want to use EQ to smooth out the bass response, even with dual subs you are going to have some room modes to deal with.
Although if I am being brutally honest, the Z623 has some pretty serious flaws. The "full-range" drivers really only cover about 250-4000Hz properly, which leads to weak mid-bass, an easily localized subwoofer, and uneven upper treble.
It is "hacky" but I would unwire the full-range drivers, and hook the Z623 amplification up to some $110 bookshelf speakers. That way you get a more consistent frequency response and radiation pattern.
