People love using Saturn controllers for fighters. That USB version looks pretty cheap, so I think it's a good start.
If you want to go to tournaments and events, you'll need something that works on PS3/PS4. You might be able to get away with some sort of adapter, or you can buy a native pad like the Hori Fighting Commander 4. However, I think you should spend some time with the game before you spend more than $20 or $30 on a controller.

Also i heard octa has problems, is that true? Because hori 4 is quite difficult to come by.
My big fingers chew through d-pads like a beaver.
I wouldn't recommend buying a stick if you've never used one before. It will take you a while to get truly comfortable with it. I would suggest either sticking it out on your controller, or invest in a Fight Pad
