Technically those are projector headlights. All bulbs lose their effectiveness over time. I bet a combination of the plastic degrading and the bulbs not shining as bright contribute to what you're seeing. Have you tried using a product like 3m or Sylvania headlight restore? I've found the 3M is the easiest to work with and for ~$10 it's hard to beat.

There's a $5 rebate on it too. You need a drill to attach the pads to, some painters tape, a microfiber towel, and a spray bottle. But it worked flawlessly.
