The general guidance against sets is because they often come with a lot of extraneous knives that may never get used, and the sets are almost always mediocre quality at best (unless you get really spendy with a set, in which case you're definitely paying for extraneous knives). But in some cases, like OP's, a set might be just fine. Especially if they're smaller sets, like the Victorinox. But again, OP wants steak knives, too. They're not going to get four steak knives and three or four other knives that are anything close to "decent" for a semi-dedicated home cook for $150. I linked a Henckels set above, but only because they specifically asked for something that would fit their criteria. I would never recommend a friend buy that set.

Regarding that Victorinox set, it is indeed their lower quality line compared to the Fibrox that is most recommended on this subreddit (the Fibrox set is over 2x the cost of the one linked above, see here:https://www.amazon.com/Victorinox-4-Piece-Knife-Fibrox-Handles/dp/B004IEBTZ4/, this is a fine "set" although some people won't need all the knives). Those linked above are just...shitty knives. I can't say for sure whether the steel is worse (I'd bet it is worse), but the handles definitely are. If you want a set, and you're very budget minded, they're fine. They'll do the job for 2 or 5 years, but they'll dull fast, are hard to sharpen, too light, have bad balance and just don't work as well as better knives.

I don't know why they call that knife a carving knife, it seems immaterially different from any "chefs knife" they would sell. So that just doesn't matter.

I'm not sure I answered all your questions, but I hope I helped explain my perspective at least.
