A 10" is certainly noticeable yes. The box is the most important. Be sure to at least use the manufacturers recomended size enclosure. Remember that if you do ported box, it'll likely be quite large to keep the group delay down. Some people will use external ports to keep the box itself smaller.
I normally recommend sealed due to the low group delay along with being a very reasonable sized enclosure. It's very tight, punchy bass...not that ported can't be tight and accurate but requires some math to do it right cause you want really low group delay and low vent velocity which means the box will be pretty darn big. Anything smaller will result in sloppy/boomy bass (which some people like)
For that subwoofer, you'll need an amp capable of 400 watts RMS. Most all class D amps these days are durable and sound decent, look for CES 2006 certification which tells you that the power ratings are conforming to standard measurements.
