The Hoover Complete Performance UH30601 is a good recommendation. I prefer the older Hoover WindTunnel T-Series UH30301 $199 because it has a headlight, 5 position height adjustment, and brushroll shutoff. Even though the UH30301 is discontinued there is new old stock and the parts are all shared with other Hoovers. I think the brushroll shutoff is the biggest feature because when you are using the hose the brush isn't constantly spinning. Both use hepa bags for good filtration and easy maintenance.
You can still get a Hoover T-Series UH30301 $199 and I think it's worth the extra to get brushroll shutoff, more height adjustment, and a headlight.
Another option is the Sanitaire SL4110A $115. It doesn't have brushroll shutoff but it has a longer cord and it's got a low price. Slap in some Generic Bissell Style 7 hepa bags and you're good to go.
You have 2 different needs. The carpets need a powered brushroll with height adjustment for the best clean and the delicate rug needs a lower suction brush without a brushroll. Here's a few options:

It never really sells for $140 and the Sears website always shows low prices like that, but never truly sells them for that low from what I have seen. The 31140 does sometimes go on sale for $199 and around there and I know that for a fact because I open the listing and recommend them all the time, so definitely keep your eye on it if you want to find a discount. They regularly add coupons to the Kenmore vacuum cleaners on Amazon as well. With that said, $250 is a completely fair price for the 31140, especially since the much less feature-packed and lesser quality Hoover T-Series model is already $200 at the moment.
