Something like this would be fine. Sometimes Amazon can have fakes, purchase through Amazon, do some googling on how to identify if it's fake or not.
“XC” is short for eXtreme Capacity, which is literally just the name for storage sizes grater than 32GB (so, 64gb up to2TB). The 3DS absolutely does support XC, as we have three 3DS’s in my house and all are using SDXC cards.
I have no idea why Nintendo would say it doesn’t support XC. It’s possible that it’s to conform to a “best experience” - for example, the larger the card, the longer it takes to boot. I do NOT recommend anything greater than 128gb, as I’ve tried it and it takes damn near a minute to boot. It could also be to simplify support… rather than explain how the card needs to be formatted with fat32 a special way that isn’t natively available in windows, they just cap it at 32.

I used a microSD in a New 3DS XL because it has a microSD slot and a normal SD in an original 3DS XL given it's SD slot:
Prices on both seem to float between $16-$18 on a regular basis.
I highly recommend microSD cards and a usb adapter instead of usb sticks/drives. They don't get hot like drives and don't need that much power to operate. Performance wise they rock.

You could probably get those adaptors and the OTG cheaper, I got them on eBay for 1 and 2 bucks each from Chinese sellers, takes a while to arrive but works.

Sounds like a fake or faulty card - leaning towards fake.
I only buy Samsung or Sandisk. I only buy from Amazon direct (not Amazon sellers) or from Bestbuy/Fry's.

The complete US sega cd library is ~100gb, and that leaves plenty of room for the Genesis, Master System, SG-1000, and even GG2SMS libraries. I think my card is it 111gb used.

It's super-variable. Some SD cards have trash speeds, and some would work well. Since micro SD cards are often used in smartphones, there's an "Application Performance Class" rating that was added fairly recently. You could look for cards that advertise the "A1" rating, like this one, or you can look for SD cards with similar benchmarks to the USB keys.
