Yes. The Files app and other, 3rd party apps (I like and use FileBrowser Pro) can access two drives connected to a USB-C hub and can transfer files between them. I use this hub myself -

I use it to copy files from a camera SD card to a Samsung SSD for photo backup when traveling.

In our district, we have bought Dell WD15 and WD19 docks. Both are problematic with Chromebooks and our Epson projectors. We have starting replacing our Dell Docks with Anker 8 in 1 docks. They have proven better but still not perfect. We've recently purchased about 20 Hyper Drive docks. We found these to be better than the Dells for rooms that need VGA connections. The problem is finding a USB-C with power delivery and the right amount of ports for our needs, that also works with chromebooks and windows devices.
I kind of wish I provided our staff with a Chromebook with an HDMI port and told them to use the HDMI cord and a separate charger.
If you have a 4k display you want to make sure to get a hub that supports 4k @ 60Hz output.
A lot of the older usb-c hubs only output 4k @ 30Hz. The one you linked is one of those 4k @ 30Hz hubs. There are even some that do 4k @ 60Hz but it does so by sacrificing USB 3.0 and so you will only get USB 2.0 speeds with those hubs.
There are a few newer hubs that does both 4k @ 60Hz and USB 3.0 such as this one by Anker. You do need 2017 or newer Mac that supports displayport 1.4. The updated Apple Digital Multiport AV Adapter is another one that does 4k @ 60Hz and USB 3.0. Check the product overview to see if your mac has support for DP 1.4.

I did not test multi monitor support, but recall that Chromeunbox reported that each chromebook can support up to 3 monitors.
On the kids Acer Spin 513, only one of the USB C outputed video. If you don't get video out of one, try a different port.

I would stick to reputable brands like Anker. Make sure the HDMI has 4K@60Hz if you need it, because a lot of these hubs I notice only have 4K@30Hz HDMI.
If you're ok with 4K@30Hz, because you're only connecting to 1080p displays, for example, then something like this is tad cheaper and thinner.
