I am currently dead in the water and trying to contact support.
X570 motherboard Day 1 I had the failure on all USB ports but one. It was working, but cutting out sometimes.
Then as I was putting it on the screen went blank and I get error code 4-1 (definitely all super speed usb ports) I have seen the screen pop on for a few seconds during a lot of troubleshooting, but have never gotten it to work for more than moments since.
Bought a new powered PCI-E USB hub for my PC. https://www.amazon.com/gp/product/B00FPIMICA/ arrived today.
Every combo of USB port doesn't work, every displayport doesn't work.
The new powered PCI-E USB device did not help the problem.
I'm dead in the water. I'm a systems administrator before I became an engineer, anything else I can try? Windows event logs, driver uninstallation/reinstallation, software resets, etc, I'm game. My support staff seems unlikely to help.
Edit: HP support now says they are going to replace the whole unit... seems drastic when they are both in short supply and trying a new cable seems like a more sensible next step... if anyone from HP sees this, would be glad to give that a try.

Uninstalled everything I could find and think of and I'm back to error 4-1, E_DEVICE_USB_SPEED_TOO_SLOW on all ports. 15 tested
I used the DisplayPort cable you linked for a couple months without issue even at 144hz but eventually started getting sparkles regardless of refresh rate. My best guess is that kicking the breakaway cable loose a couple dozen times loosened the connector enough to degrade the connection to the point that it couldn't handle the extra length. Wound up just moving my PC closer to my play area and going without extensions.
That said, this is the USB cable I used and I had no issues using it though this USB card, but when using the USB ports on my motherboard the Index's cameras wouldn't work.
