The trouble is it's a higher point of entry and we need to be. Making an option that removes that. The jump from boosters to constructed decks is large ATM. We need a toe in the wate product like the 20 decks to help. Like we have the five pound new MTG set, why not a 30 for 2 low powered, new player decks to teach commander ? Or the 20 decks once a year.
Because the power level of the $20 commander decks were lower which meant that introductory players ended up being pressured by veteran players to spend more upgrading them which is less of an issue with the $35-$40 ones.
Not to mention, the $35-$40 ones are much more appealing to enfranchised players because they have way more new cards and new art (which requires a higher product design budget) compared to the $20 ones.
I also think you're overestimating the price of the Commander pre-cons.
Right now I can buy Kamigawa: Neon Dynasty Commander Deck – Upgrades Unleashed for $29 on Amazon which is a very good value for the quality of the deck.
Keep in mind this is a great deck with solid reprints like Bear Umbra, Chaos Warp, Beast Within and Rishkar's Expertise along with over a dozen new cards and multiple lands that enter untapped and that can produce two colors.
