Ohhh sorry I missed your point about price.
Shave cream and brush for $10-15 will be tough... but you can do it for about $20.
Couple cream options ($10 or less):

Hi there! I am curious about trying to get and use a safety razor for the first time and while I'd love to dive into all the various creams and equipment options - I'm a student who is in a different city interning for just a couple months and I'm already pretty tight on capacity of "things I can own" from a moving perspective. It feels like a lot to get a full set with brushes, shaving cream tubs, razor, blade cartridges, and the various other products like alums and balms and whatnot.
I was curious to get some thoughts on what the bare-minimum set up could reasonably be. Can I get by with something like this and and a razor with a small set of extra blades (i.e skip the brush and other skincare products)? If people think its absolutely necessary to have a brush and the other elements of the process I can easily just wait until the fall before diving in but if i can get by with just that and then go down the rabbit hole later I'd be stoked to get started with wet shaving!
Also while I'm posting here anyways - is this (Vikings Chieftain) a good pick for a beginner razor? I don't want to go with the starter sets again to minimize on "stuff" I have to move with but for the price and ratings this seems really good. Happy to move up to the $40 dollar range with brands like Mekur if its really worth it. On a similar note: is an adjustable razor like the Rockwell 6c something I should consider as I can move up the levels as I get more experienced?
Sorry this got so long - appreciate any and all advice!
Edit/Update: Thanks for all the help - I ended up going with the Maggard starter kit and I'm excited to get started with wet shaving!
