If it was me, and I would be riding it in the winter, and the roads could be a bit cruddy, I'd go with the Diamondback Haanjo Comp. As u/i_speak_the_truf said, I don't think suspension would be necessary, but the Haanjo has some beefier tires, which I like for all weather riding. You could get slicker tires for the non-winter months, and stick the stock tires on there for winter. If drop bars aren't your thing, they make more of a hybrid version as well.
