Get yourself an HP Envy 4520. This is currently $60 on Amazon, and yes it includes a scanner and wireless (pretty much all printers are wireless these days). "Remaining" page counts are useless, because it's impossible for any printer to determine how much ink coverage will be on pages printed in the future. You should reconsider your decision against ink subscription, it's the most economical way for a user who only prints occasionally, to print in color.
HP Instant Ink will run you a whopping $3.99/month or $48/year which is almost exactly the cost of a single set of replacement ink cartridges per year. For this you get 50 pages per month, and up to 50 pages rollover to subsequent months. Extra pages cost pennies per page. New ink cartridges come in the mail, you return your old ones in the same box for recycling - postage paid. No worries about wasting ink on cleaning cycles, etc - you only pay for printed pages.

Yes, there are better printers with more features and a lower cost per page. However they are out of your budget, and are more appropriate for someone who prints much more frequently. This is probably the most bang for the buck at your price level! Good luck.
