Any quality wood style pepper grinder would suffice. Grind mechanism on most higher end grinders is stainless, carbon steel, or ceramic. For salt specifically, I'd stay with ceramic, but for spices in general any of those options will do.

Top of the line but still close to that budget would be Fletcher's (Vic Firth Gourmet I also think is similar or same parent brand) and the classic Peugeot. There are other decent choices from Cole and Mason and similar brands, but I haven't tried very many hands on and often it's only one or two very specific models that are good while the rest are meh. Peugeot is pretty infamous in particular, so while it's at the top or near the top of that budget, it really is legit.

A small step down, but still great, would be something like Bisetti. Not as well known but very high quality. Ceramic grinder for salt, carbon steel for spices, and zero plastic as far as I'm aware. Also have some flashy options like this. As for Europe overall, there are some German made grinders with very quality, sharpened steels that are excellent. I can't remember the names of specific ones but typically it's carbon steel.

Most decent wood grinders from $20-50, with ceramic or carbon steel, are good enough. If you have a very particular need like the finest grind possible or the widest grind range possible, you will have to dig a little deeper to see what suits you best.
