You can also find them at craft stores, with the other little plastic toy animals. Maybe you can mix some dinosaurs in, too!
Yep, toy brands like Papo, Safari, or Mcfarlane are going to be on the larger side. I recommended them for the quality of the sculpt. Generally, the smaller off-brand stuff you'd find at a dollar store (for example: https://www.amazon.com/2-5-Plastic-Breathing-Dragons-Pieces/dp/B0131S4VTS/ref=sr_1_1?keywords=3+inch+dragon&qid=1577403978&s=toys-and-games&sr=1-1) is going to have inferior sculpts. So if you're hunting off brand usually you'll need to compromise either on sculpt quality or miniature scale.
