Skirts are pretty easy to make and, though I've suggested it on this sub many times, it bears repeating: thrifted bedsheets are ideal for these types of projects. They can be dyed to the desired color, even.
For a renn fair skirt I like to cut 5 - 7 panels of fabric, wider at the bottom & wide enough at the top that when I sew them all together on the long edges, I get a tube that's roughly twice as big around as I need it to fit my hips. Then just fold about an inch over on the top & sew it to make a casing for either elastic or a drawstring. I don't bother hemming peasant skirts.
