My understanding is that a Cisco cable is compatible, and I have succesfully used this one:

Putty will work, just identify your active com port.
These are nice as it combines USB to Serial and a Cisco console cable- https://www.amazon.com/Console-Essential-Accesory-Ubiquity-Switches/dp/B01AFNBC3K
Did you install the USB drivers for the console cable?
Are there specific drivers I need to install? I was under the impression that windows 10 automatically installs these drivers. If there are where can I find them?
Also, unless you are getting into Cisco devices, you will need an actual USB console cable with a ftdi chip in it and install drivers.
They are not Cisco devices and I am using this cable along with a regular micro usb to RJ45 adapter. https://www.amazon.com/Console-Essential-Accesory-Ubiquity-Switches/dp/B01AFNBC3K
This will work
