Seems like the most of amazon marketplace retailers let amazon send items, which means they can send directly to your home for about $20, so it seems like around 9,000JPY or 90USD-ish to be asked. However if 'Black In Black' was fine, you could save $10 (and possibly currency exchange fee and stuffs) from amazon.com.
By the way, the fastest/cheapest shipping method called EMS will charge 2,000JPY to the US at minimum, which is roughly the same with amazon.co.jp's int'l shipping. So at this point it's already obvious that amazon.co.jp's int'l shipping is the best choice. (I checked Rakuten but it couldn't beat amazon at all aspects)

*Black one's retail price was a half of all the other: 5,400JPY (PTB-5000B) whereas all the other for 10,800JPY (PNB-10000). Apparently the tip gets dried easily for this one.
In the end, I think your link was the best one. (Just don't forget to choose right Nib: from spec sheet below, I guess it's safe to guess that 0.80mm is the Medium-size nib.)
