It seems to be a recent problem. Some batteries made in the past ~year from nicer manufactures (Anker, RAVPower) will not resume charging after I come to a stop. Maybe they are charging, but the LEDs don't light up like normal. When the current drops to zero, they will not restart until the cable is unplugged and plugged in again. Specifically, I had that issue with these two batteries:

I have older Anker batteries from over a year ago that did not have this issue. They don't have pass through charging though. Several forums recommend the Voltaic V20 or V44, which are no longer produced. However, the new V25 does not work with dynamo hubs according to a review on Amazon here:

Any of the options you have listed here will work fine. USB c to USB C will give you the quickest charge from my experience.

Ankers is the brand I've used most and I've only had great experience with them.

They make bigger but they tend to be a little more expensive. Granted I've always found with items like these you get what you pay for.
