The paint is easy to match. This link says that you need color code WA7030: http://paintref.com/cgi-bin/colorcodedisplay.cgi?type=paint&paint=19071&gmcode=WA7030&smodel=Firebird&syear=1978&smanuf=GM&sname=Martinique%20Blue

Take that code this link and order a custom color. This is an automotive base coat and will need a clear coat. This stuff sprays just like modeling acrylics, but wear a proper mask especially if you use the 2K clear. Splash is very quick, you'll have your paint in just a few days: https://www.splash-paints.com/custom-colors

For the 3d model of your Dad, there are cell phone apps that can scan a person and generate the .stl file you will need for printing. I have no experience with those apps, but as a 3d modeling and printing hobbyist I know that you can print a nice replica at 1/24 scale if you start with a good 3d model.

I have the Elegoo Mars Pro 3d printer and really like it. The Mars starts under $200 nowadays, the Mars Pro is a little higher:
