Actually, the tweeters I'm looking at are much larger, they're 2x5 horn tweeters for sound reinforcement systems with response out to 40KHz...

That amp is too much for a typical set of tweeters and I wouldn't want to source a car battery to power it. Instead, I'm going to use a small, class D amplifier board in the 100W range:

That DROK signal generator might work out better as a signal source than what I had in mind, that'll be easy to tune to a dog annoying frequency. I'll add that to my list!
The idea, at first, is to make something handheld I can point in the direction of barking dogs and fire it up. Eventually, I'd like to implement bark detection and maybe have 3 of these tweeters giving 180 degree coverage towards the "Wall of Bark" that exists on the other side of my patio. I'll see how effective one is before I get too crazy with it.
