Get a small panel like this:

The problem is that a lot of Amazon panels are junk. And so they may not be very sensitive to the sun.
Get extension cables

Strip the ends to the bare aluminum on non-connected side.
Then how you determine the best angle would be up to you. You'd need something to measure the current, that value to be saved as you moved thru the angles, then store the angle and greatest value such that thru one cycle it knows the perfect angle.
Is this being done by software? Will it automatically move the panel itself (servos) and determine the angle of the sun? If they do it manually, you just connect a voltmeter to the ends of the cables and move the panel around to find the best angle.
