If it’s new, in my experience, it can take a few weeks to calm down as bio film grows on the impeller and housing. That being said, I’ve always found HOB filters to be ‘noisy’. I have a Fluval 207 canister filter on my 29 gallon and I can’t hear it at all. It’s not even in a cabinet.

I recently changed the sponge filter in my 9 gallon shrimp tank and it’s very quiet. Though filtration is minimal compared to other filter types. This is what I bought.
