LeEco Le Pro 3 is $175 on Amazon right now and fits the bill, minus SD card. Not sure about dual SIM on it, though......can't seen to find a year or nay on it. Also runs Lineage for new versions of Android.

Nokia 6 is also available on Amazon for a bit more than the LeEco and has SD card expansion. It has less RAM, a slower CPU, and MicroUSB instead of type C, though so pick which is more important to you.
