I've had great success with Brother, and find their high-yield cartridges to have better price-per-page than any other SOHO printer I've found.
If you're printing only once per week, I would agree in steering you towards a laser, as it can be left idle for basically an infinite amount of time, and your next print will usually be flawless, whereas with an inkjet, even if left powered on 24/7/365 to perform idle cleaning cycles (which you could always do), there's still a moderate chance of clogging at some point down the line.
As for what to choose, if low running cost is a priority, I would probably do a Brother, as they tend to play the most nicely with third-party toner and drums. I point most home users to the HL-L3270CDW ($299, Amazon), but since you'll be doing up to 200 pages per month, the HL-8260CDW ($399, Amazon) might be the better buy, as it will offer higher toner yield (so fewer refills) and a slightly lower cost-per-page.
