Get a humane trap & use food that's tasty/smelly like tuna fish to trap him. Trap has to be checked daily, or several times a day, if the neighbor or you can do this. Always a chance another cat will wander in. You can also enlist county animal control to get him. They'll need a photo to get the right kitty. Very dangerous for a cat be outside & hope you can trap him. That's the best & only way. No one can shoot a tranquilizer. He's not a lion:)
