I haven't found it on the LOTRO Store, and Daybreak Game Company amazon's account doesn't have more copies:

I wanted the 4-pack since it was cheaper (and includes classes, character slots and etc) so i could wait for a sale to buy the rest. A shame so far :/

Amazon still looks like it's selling quad pack keys. $40 is more than it's worth, though; the trove from the website is $60 and getting what it has is going to cost you more than $20 in points, even if the trove lacks a few things it should have (runekeeper/warden classes, two character slots, ligh/heavy combat trees).
